Project Title: Request for Proposal (RFP) for the Igbo Cultural Association of Edmonton (ICAE) Board Policy and Training Development Project.

INTRODUCTION 

The Igbo Cultural Association of Edmonton (ICAE) is a nonprofit organization dedicated to promoting and preserving the Igbo culture in Edmonton. The association aims to foster unity, cultural awareness, and empowerment among its members. As part of its ongoing commitment to good governance and organizational effectiveness, ICAE is looking to enhance its board policies and strengthen the capacity of its board members through training and development initiatives as part of an Empowerment Project. 

PROJECT OVERVIEW 

ICAE is seeking proposals from interested consultants within the city of Edmonton to provide services related to the development and implementation of board policies, including ethics, conflict of interest, and addressing biases, as well as training and development for its board members. This RFP is issued as part of the Empowerment Project. 

OBJECTIVES 

The main objectives of this RFP are as follows: 

• Develop a comprehensive board policy framework for ICAE, focusing on ethics, conflict of interest, and addressing biases. 

• Conduct training sessions and workshops for ICAE board members to enhance their knowledge, skills, and abilities in effective governance practices to make the organization appealing to volunteer workers as well as sponsors/financiers. 

SCOPE OF WORK 

The scope of work for this project includes, but is not limited to: 

1. Reviewing any existing policies and developing new board policies, including policies on governance, accountability, financial responsibility, code of conduct, ethics, etc. 

2. Collaborating with ICAE board members and key stakeholders to gather input and ensure alignment with the organization's mission and values. 3. Designing and delivering training sessions and workshops for ICAE board members on topics such as governance best practices, board roles and responsibilities, ethical decision-making, conflict resolution, and diversity and inclusion. 

4. Providing ongoing support and guidance to ICAE board members during the implementation of the board policies and training initiatives. 

5. Provide ongoing support to ensure the successful implementation of the Board policy. 

6. Provide regular progress reports to the Association's Board 

PROPOSAL REQUIREMENTS 

Interested consultants are invited to submit proposals that include the following information: 

1. Consultant's profile, including relevant experience in developing and implementing board policies and training programs for non-profit organizations. 

2. A detailed work plan outlining the approach, methodology, and timeline for completing the project. 

3. A budget breakdown that includes all costs associated with the project, including consulting fees, expenses, and materials. 

4. Any other relevant information that demonstrates the consultant's ability to carry out the project. 

5. The names and qualifications of the consultant's team members who will be involved in the project. 

6. Two references from previous clients who can attest to the consultant's ability to complete similar projects successfully. 

PROPOSAL SUBMISSION 

Interested consultants should submit their proposals electronically to the Igbo Cultural Association of Edmonton's Board via email at 

info@icaedmonton.com. Attention: Empowerment Project Implementation Committee. Late submissions will not be considered. 

EVALUATION CRITERIA 

Proposals will be evaluated based on the following criteria: 

1. Demonstrated experience in working with non-profit organizations on board policy. 

2. Approach to developing an implementation plan for the Board policy. 

3. Feasibility of the proposed timeline and budget for the project. 

4. References from previous clients. 

5. Overall responsiveness and quality of the proposal. 

SELECTION PROCESS 

The Igbo Cultural Association of Edmonton's Board reserves the right to reject any or all proposals, waive any irregularities or informalities in the proposals received, and award the contract in the association's best interest. 

PROJECT TIMELINE 

The deadline for proposals is June 2, 2023. The ICAE aims to select a vendor by June 16, 2023, with the project's implementation starting on June 26, 2023, and completion by March 31, 2024.

NB: The consultant will be required to provide regular progress reports to the Association's Board throughout the duration of the project.
